BACKGROUND

background

In May 2021, the Board of Commissioners approved a price only contract totaling $1,415,280 with Aramark Correctional Services, LLC, to provide food services for inmates housed in the Guilford County Jail Central (Greensboro) and High Point Detention Center. The contract was for one (1) year, with an option to renew at four (4) additional one-year renewals.  The annual increase for each one-year renewal was limited to CPI, or 2%, whichever is lower.

 

The contract was amended on July 1, 2022, increasing the pricing and maximum financial exposure to the County to $1,676,594, with an option for three (3) additional one-year renewals. The annual increase for each one-year renewal was limited to CPI or, 2%, whichever is lower.

 

Cost projections based for the third-year contract renewal (commencing July 1, 2023) have exceeded the CPI or 2% rate based on increases from FY23 in the following (see attached cost proposal form for more details):

 

Specifically, if the Board approves these terms it would result in the following contractual changes:

 

8% increase in Inmate Meal cost (Reflected in Attachment A)

2% increase in Staff Meal (Reflected in Attachment A)

8% increase in Trustee Meal (Reflected in Attachment A)

6% increase in Pack-outs costs (Reflected in Attachment A)

 

Additionally, the contract would include a reduction in Aramark’s staffing requirements from 17 to 15 FTE’s.

 

At the beginning of the GCSO’s negotiations with Aramark for the upcoming FY 24 contract, the vendor initially sought a 12.1% increase across the board.  It is clear that given the nationally recognized increase in food and related costs, that some additional increase was justified.  That 12.1% request was negotiated down to the proposed increases reflected directly above.

Approve contract renewal with Aramark Correctional Services, LLC to provide food services to inmates housed in the Guilford County Jail Central (Greensboro) and High Point Detention Center in the amount of $1,800,754.49 (an increase of $124,159.69), with two (2) one-year remaining renewal options. Each additional year thereafter the contract is renewed, the price may be increased equal to CPI, or 2%, whichever is lower.  Approve an amendment to Section 5.4 of the initial contract to state this vendor (Aramark) is obligated to provide nine (9) full-time employees at Jail Central and six (6) at the High Point Detention Center.
