BACKGROUND
background
In July of 2025, the Board authorized staff to engage CPL Architects and Engineers (CPL) to design a renovation of the recovery facility currently located at Gibson Park to house the new Women with Children Recovery Facility.
Staff engaged CPL to provide a design to meet the needs of the new facility. CPL created a bid package that the County Purchasing Department sent out as Bid 20323 - Guilford County Women with Children Recovery Facility Renovation on August 4, 2026.
The bid opening was scheduled for September 3, 2026. Ten bids were received and opened. The bids are listed below:

Of the ten (10) bids received, Randolph and Son Builders, Inc. was the apparent low bidder with a base bid of $9,278,198.00.

Randolph and Son Builders, Inc. is a family-owned commercial builder based in Pineville, North Carolina and has been in operation in North Carolina since 1986.
The proposals were evaluated for completeness by CPL, and County staff. Per their review, all bids were deemed responsive. Randolph and Son Builders, Inc provided an acceptable construction proposal for the lowest price, and staff recommends awarding them the contract for the renovation.
The Board of Commissioners committed to provide funding for the project in the amount of $10,000,000 with approval of the FY2026-27 Adopted Budget. The approved item anticipated a future debt issue to fund the project which requires the approval of a reimbursement resolution to ensure the County can be reimbursed for expenditures incurred between the date the project was approved and the date the debt is issued.

Authorize staff to enter into a Construction Contract, and to take any and all reasonable efforts to execute the agreement, with Randolph and Son Builders, Inc. for the Women with Children Recovery Facility Renovation at Gibson Park, see attached proposed agreement, in the amount of $9,757,948.00, to be effective for one (1) year from the County’s notice to proceed. Adopt a reimbursement resolution for the project financing in an amount not to exceed $10,000,000.
