When children are in the custody of DSS we have a legal obligation to provide the most appropriate placement for the child.  This placement must be able to address social, well-being, emotional and behavior needs of the children.  Since agencies have the authority to accept children based on availability of beds, whether a child will fit into their current population and/or their needs, we need an adequate pool of resources to address our ongoing placement needs.  A contract with this facility is an endorsement by our agency.   The contract spells out our expectations and sets a standard rate for our children.  Is the cost reasonable? Yes, the cost is based on the state approved Medicaid and/or Room and Board rates, along with administrative cost. Is this service mandated?

Yes, by state and federal statutes.
