BACKGROUND

background

DHHS- Public Health will contract with One Step Further, Inc. for the Gate City Coalition Program (GCC2).  One Step Further, Inc. has operated the GCC2 Program since July 2022. Target areas for GCC2 are neighborhoods in the Merritt Drive/Overland Heights Drive area and the Hickory Trails and Hampton Homes public housing communities.

The Gate City Coalition Program 2 (GCC2) will utilize Guilford County funding to provide services that detect and interrupt community violence, that encourage behavior change and rehabilitation for high-risk offenders, and that promote healthy community norms that reject future acts of violence in their communities.

The Gate City Coalition Program 2 implements a three-prong approach to local violence prevention by:

(a) Detecting potentially violent events and interrupting them to provide resolution through trained, credible messengers (i.e. violence interrupters);

(b) Providing ongoing behavior change and support to the highest-risk individuals through trained, credible messengers (i.e. violence interrupters and outreach workers); and,

(c) Changing community norms that allow, encourage, and exacerbate violence in chronically violent neighborhoods to healthy norms that reject the use of violence.

GCC2 activities include:

Identification and enrollment of participants

Hosting events and activities to spread the message about rejecting the use of violence

Providing direct interventions in violent situations

Collaborating with law enforcement, and

Providing wrap-around services to family members of GCC2 participants and victims of violent acts or homicides.  In addition to decreasing violent acts and changing community norms regarding the use of violence as an end to the means, the GCC2 mitigates various challenges of living in high crime/high poverty neighborhoods by providing GCC2 participants and community residents with supports related to legal issues, education, employment, housing, substance abuse and mental health issues, and health care needs.

Contract will provide a total of $250,000 in funding to One Step Further from July 1, 2024 through June 30, 2025.
