BACKGROUND
background
To support the initiative of renovation of the Gibson Park ADS facility into a substance use disorder treatment center for women with children, an advertisement for Qualification Packages was distributed on April 1, 2025, to solicit a Design proposal for necessary renovations. Qualifications were received on April 24, 2025. Six (6) firms submitted qualification packages and all were deemed responsive by the Purchasing Department. The firms responding were:
A. CPL Architects and Engineers, PC
B. HH Architecture
C. Integrated Design, PA
D. SDV Décor, LLC
E. Walter Robbs Architects - a Michael Graves Company
F. West and Stem Architects
The proposals were reviewed by a team of County staff from Behavioral Health, Administration, SBED, Facilities, and Purchasing during the week of April 28, 2025. Three (3) firms were invited to an in-person interview and presentation of their qualifications. They were:
• CPL Architects
• Walter-Robbs Architects
• West and Stem Architects
The County team evaluated both written proposals and the interview presentations using the following criteria:
1. Specialized or appropriate expertise in trauma informed residential recovery projects, highlighting any women with children project(s) and DHSR licensures.
2. Current workload and state/local government projects awarded. Demonstrate the ability to immediately commit the required expertise to the project. Time is of the essence and the team must be dedicated to the evaluation and design efforts accurately and rapidly.
3. Demonstrate the ability to assemble a comprehensive, well-coordinated set of construction documents
4. Ability to engage with historically underutilized business (HUB) entities in design and bid package preparation
5. Recent experience with project cost and scheduling
6. Construction administration capabilities
7. Proximity to and familiarity with the areas where the project is located.
The evaluation team recognized the CPL team as the most qualified team to meet the needs of the project as detailed below.
A. The proposed CPL team showed superior experience with trauma-informed design.
B. CPL showed successful project accomplishments with projects similar to the Women’s and Children’s Center
C. The CPL team has a strong local presence and track record of delivering projects in Guilford County.
CPL subsequently provided a pricing proposal not-to-exceed $577,210 for the following scope:
1. Provide design development for the program elements listed above.
2. Provide any surveying and testing required to gather information to make design decisions.
3. Work with and coordinate with other firms to gather and assimilate pertinent in project.
4. Provide basic architectural/engineering services as defined in the Guilford County architectural contract resulting in design documents that can be advertised for bid.
5. Provide construction cost estimate for complete remedy of any existing problems.
6. Provide design services for the site to include any necessary exterior improvements.
7. Provide design details and construction drawings for the purpose of bidding the construction activities based on findings.
8. Provide interior design services including specifications for furniture bidding/ procurement.
9. Prepare bid documents and bid services.
10. Prepare permit review documents and provide support during permit reviews.
11. Provide Construction Administration and Closeout services.
County staff recommends the award of the Women with Children’s Center design contract to CPL Architects based on their qualifications and capabilities.

Approve the Design Contract, in substantial form, to CPL Architects and Engineers PC, in the amount of $577,210 to be effective July 1, 2025 and ending January 30, 2027.
