BACKGROUND
Background
The High Point Parking deck has a number of structural components that are exhibiting moderate to severe distress. A licensed structural engineer was retained to assess the structure and make recommendations for repairs. Based upon his review, areas of particular concern include: the corroded bolted spandrel beam to column connections, the minimal bearing at the ends of some of the double tees, and the creaks in the stems of some double tees.
In his memorandum, the structural engineer stated there has been nothing observed that would indicate an imminent failure of the distressed structural components, however, there may be portions of the parking deck that have marginal structural integrity. He recommended parking restrictions imposed in various areas at each level of the parking deck. Approximately 40% of the parking deck has been closed by the Guilford County Facilities Department, as recommended in the engineer's memorandum.
Phase I of the parking deck repairs will implement initial shoring to allow full utilization of the parking deck, until complete repairs can be implemented in Phase II. It is estimated that construction for Phase I will take approximately three (3) months to complete. The estimated cost for Phase I is $440,000. The full cost of Phase II will be determined upon completion of Phase I.
County Building Construction Fund Balance will be used to pay for Phase I work.

REQUESTED ACTION
Requested Action
Approve the capital project ordinance for High Point Parking Deck Repairs for $440,000 for Phase I of design and construction, to complete initial shoring of the High Point parking deck. County Building Construction Fund Balance will be used to pay for Phase I work.
