BACKGROUND
background
This request is for the purchase of a Stabilized Camera System for the aircraft utilized by the Guilford County Sheriff's Office. The system will include a daytime camera and IR sensor (to be used at night) coupled with a Mission Map Moving Map System that allows the user to search for addresses, latitude/longitude point as well as points of interest. The system will allow for split screen or multiple screens monitoring of video and mapping systems simultaneously. The installation of this equipment will aid in the use of the aircraft in search and rescue missions as well as surveillance operations. The funds to purchase and install this equipment will be used from the Federal Forfeiture Funds (the aircraft currently operates with Federal Forfeiture Funds). The total purchase amount is $129,917.00. This equipment and installation was opened for bids (Event 592) on 12/15/17 and closed on 1/18/18 with only one response from Ascent Vision Technologies LLC. The Alamance County Sheriff's Office and the Randolph County Sheriff's Office have both agreed to pay equal (1/3 each) amounts of the total expenditure for this purchase. Guilford County's portion will be $43,305.67. This purchase will be paid through the Department of Justice Federal Forfeiture Funds. Approximately $522,963.00 is the available balance prior to this appropriation in this fund.

REQUESTED ACTION
Requested Action
Approve increases of $43,306 in Appropriated Fund Balance (Federal Forfeiture Funds), $86,611 in Other Revenues, and $129,917 in the the FY 2017-18 Law Enforcement budget to reflect the use of Guilford County Federal Forfeiture funds as well as funds received from Alamance and Randolph County Sheriff's Offices for the purchase of a camera system for the airplane operated by the Guilford County Sheriff's Office; and approve the purchase of the camera system.
