BACKGROUND
Background
This agenda item was previously presented to the Guilford County Board of County Commissioners (BOCC) and was approved on 06/15/2023. Due to the small amount of time between that BOCC meeting and the end of FY 2022-23, there was an insufficient amount of time to encumber or spend the money. These funds did not roll forward into the FY 2023-24, since they were not encumbered, and have not been spent. The Sheriff's Office is requesting the BOCC re-approve the use of this $185,000 to purchase these vehicles.
The Guilford County Sheriff's Office is requesting approval to purchase a total of five (5) vehicles, from which three (3) of these vehicles will be used by the Detention Background investigation unit in the Personnel and Training Division and two (2) will be used by the two 1st Lieutenants in the Professional Standards Division.
- All five (5) vehicles will be used vehicles from varying local dealerships.
- The amount for the five (5) vehicles will not exceed $185,000.
- The estimated price for these vehicles includes the 3% highway use tax and the purchase of the NC license plates. Additional upfit costs, as needed, will be covered with existing funds from the Sheriff's budget.
The purchase of these vehicles will replace aging vehicles with high mileage and mechanical issues in the Sheriff's Office fleet.

The existing fleet will not be increased but will remain at the existing number. The older, high mileage vehicles will be disposed of in accordance with Guilford County policy and state statute. It is planned for them to be sold on Govdeals.
Of the five (5) replacement vehicles scheduled to be purchased, four (4) will not require upfit costs; fifth vehicle to be purchased will utilize exiting equipment for upfit needs.
Funding for these vehicles is requested to come from money in the Federal Forfeiture Fund. As of May 31, 2023, the balance of Federal Forfeiture funding was $1,220,960.

Requested Action
Approve use of Federal Forfeiture funds to purchase a total of five (5) vehicles, from which three (3) of these vehicles will be used by the Detention Background investigation unit in the Personnel and Training Division and two (2) will be used by the two (2) 1st Lieutenants in the Professional Standards Division. Amend the General Fund to increase the appropriation to the FY 2024 Law Enforcement budget by $185,000 and increase Other Revenues by $185,000.
