BACKGROUND
Background
During its January 5, 2023 regular meeting, the Guilford County Board of Commissioners approved a NC Department of Commerce (Department) Rural Building Reuse Grant to assist Peters Development, L.L.C. and Bethany Medical Center, PA in renovating a vacant building in Jamestown, NC (see attached). The Department of Commerce awarded the County a grant in an amount not to exceed $300,000 to renovate the 4,912 sq. ft. space located at 108 W. Main St., Jamestown, NC, to be occupied by Bethany Medical Center, PA. While the renovation project has been completed, vacant space operational, and Bethany Medical Center, PA currently is in the process of hiring the additional thirty (30) new full-time jobs as part of the grant agreement, the Department of Commerce has informed the County that the baseline number of full-time jobs (452) included in its Legally Binding Commitment (pg. 2) needs to be increased to 479 full-time jobs. As a result, the Dept. of Commerce has sent a revised grant agreement to its previous grant agreement #2023-021-3201-2587 to reflect the increase in the number of baseline full-time jobs from 452 to 479. This revision also will necessitate revising the County’s Supplemental Agreement (attached) between Guilford County, Peters Development, LLC, and Bethany Medical Center, PA. As no other revisions are being requested to the Legally Binding Agreement (and Guilford County's Supplemental Agreement), no additional public hearing beyond the initial public hearing held on January 5, 2023 is required.
In lieu of encumbering the property with a Deed of Trust, the parties agreed by the Supplemental Agreement that Guilford County would not request grant funds from the NC Department of Commerce until the investment, job creation and maintenance requirements imposed upon Bethany Medical Center are satisfied and verified by the Department. A lower level of eligible expenses or job creation would reduce the reimbursement.
Approval of this request also includes authorizing the County Manager (in lieu of the Chair of Board of County Commissioners) to sign all NC Dept. of Commerce required close-out documents.
