BACKGROUND

background

Guilford County DHHS - Division of Social Services (DSS) contracts with the Adult Center for Enrichment to provide Adult Day Care / Health and Transportation Services to support aged and disabled adults who are vulnerable, and at risk for placement in long term care (LTC) facilities, and/or at significant risk for social isolation without daily supervision and participation in activities.  These services support the personal independence of older adults and promote their social, physical and emotional well-being.  Guilford County DSS provides Adult Day Care / Health and Transportation Services to approximately ninety (90) participants monthly, using Home and Community Care Block Grant (HCCBG) and Social Services Block Grant (SSBG) funding. 

According to the NC Adult Day Care and Day Health Standards for Certification, Guilford County DHHS-DSS has a responsibility for all aspects of program certification which includes: monitoring, on a monthly basis, the Adult Day Care/Health (ADC/ADH) centers in Guilford County for compliance with State Certification Standards; for assisting centers with their required annual recertification process; for providing technical support to these existing businesses in our community; and for providing assistance to those who wish to develop and open a new Adult Day Care/Day Health center in Guilford County.  In addition, Adult Day Services Coordinators have the responsibility for investigating allegations of participant rights violations, violations of State ADC/ADH Standards and for reporting suspected abuse, neglect and exploitations situations.  Per NCGS 131D-6, Adult Day Care and Day Health programs are required to be certified prior to providing these services to the citizens of our county.

 

 

The daily reimbursement rate for Adult Day Care services is $33.07 per day, per participant.  The average cost for private pay by an individual and/or family member for these services ranges from $59 to $77 per day.  Assistance from DSS prevents premature substitute care or out-of-home placement, when there are no other responsible caregivers available to assist with daily living tasks, and reduces the potential for Adult Protective Services reports.  Providing Adult Daycare services is a cost benefit to the County and state.  

The amount of the Adult Center for Enrichment contract for FY 2016 was $292,811.13; however, the department's addition of two (2) new In-Home Aide service providers decreases the amount of available funding for this service, and results in a decrease in the contract amount for FY 2017 to $279,584.

The total amount paid by the County to Adult Center for Enrichment under this contract is not expected to exceed $279,584.00 This amount consists of $148,018.50 in Federal funds (HCCBG), $100,729.13 in State Funds (SSBG), and/or $30,836.37 in County funds.
