BACKGROUND
Background
Guilford County and the City of Greensboro built a co-located facility at Reedy Fork in 2015 that allowed EMS to reside in designated space in a facility with an estimated life span for at least forty years. Under the terms of the agreement, the City constructed the facility, and charged the County actual cost per square foot for the portion of the building allocated for County use. This substantially reduced the County's amount of expenditure, while enhancing public safety. The Greensboro Fire Station 63 project has just begun with an anticipated completion date of approximately one year.
ESTIMATE FOR CONSTRUCTION REIMBURSEMENT (building currently under construction, so final project costs not determined):

Representative costs for EMS portion to reimbursed to the City: $503,748
Furnishings to be ordered by the CITY for continuity of the facility, and direct built to the COUNTY, at an estimated cost of $7,500.
This represents a significant savings over site acquisition, design, civil, and build expense for a standalone county facility.
An adopted capital project ordinance effective at the same time as the agreement on July 1, 2017 in the amount of $511,248 for this project is needed for Finance to pre-audit the agreement. This project will be funded with a combination of $332,525 from the existing "EMS Base Station 4 Relocation" project (no longer needed due to changes in plans for the existing Base Station 4 property) and $178,723 from County Building Construction Fund fund balance. This project was initially anticipated to be funded in FY 2019 according to the CIP. Funding of this project will not disrupt any high priority projects.

REQUESTED ACTION
Requested Action
Approve interlocal agreement, in substantial form, with the City of Greensboro for purchase of space for EMS in Fire Station 63, located at 4306 Burlington Rd., Greensboro, NC 27405; amend the EMS Base Station 4 Relocation project ordinance and return the balance to the County Building Construction Fund with the intent to use the remaining balance for the Greensboro Fire Station 63 project, and acknowledge that staff will close the Base Station 4 project as of June 30, 2017 for reporting purposes; and adopt a capital project ordinance in the amount of $511,248 to be effective July 1, 2017 for the Fire Station 63 EMS Co-Location.
