BACKGROUND

background

The Greensboro Courthouse was constructed in the early 1970s.  As the County renovates the space, it is required to bring the fire alarm systems into compliance with current codes.  The LG and Plaza levels were partially upgraded in response to the damage from the 2020 fire bombing incident, however the 2020-2021 repairs were limited to these two areas.  In December of 2022 the County began an effort to install additional notification devices in the lower floors of the courthouse.  After devising a plan to remedy the lower floors, the Greensboro fire marshals required that the County bring the entire building fire alarm system up to current code.  The County developed a plan in conjunction with the Greensboro fire marshals to implement a three-phase process to upgrade the fire alarm. 

Phase one consisted of adding speakers and strobes to the existing system so that occupants would be alerted in the event of an actual fire.  This was completed in June 2025.  The next phase is adding new smoke detection devices and upgrading the pull stations to comply with current codes.  Phase three will consist of upgrading the LG and Plaza level devices that were partially replaced during the 2020 restoration from the fire bombing damage.

Johnson Controls Fire Protection LP (JCI) is the vendor who has the most experience with this system.  This contract was procured from the Sourcewell cooperative purchasing contract 08024-JHN.  Staff recommends using JCI for the current phase of work to maintain consistency in the device selection and installation.

Approve the agreement to provide the phase II fire alarm upgrades in the Greensboro courthouse, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) with Johnson Controls Fire Protection through the Sourcewell cooperative purchasing group for a total amount of $251,827.
