BACKGROUND
Background
The Guilford County Sheriff's Office is requesting approval to purchase a total of twenty-nine (29) vehicles for FY26; five (5) 2026 Ford Transit vans, three (3) 2026 Chevrolet Traverse SUVs, two (2) 2026 Ford Mustangs, and nineteen (19) 2026 Dodge Durango Pursuit AWD SUVs. The purchase of these vehicles will replace aging, high mileage vehicles in the Sheriff's Office fleet and be used by divisions throughout the Sheriff's Office in their administrative and enforcement duties. The vendors being utilized for these purchases are Piedmont Trucks of Greensboro, Capital Chevrolet of Wake Forest, Parks Ford of Hendersonville, and Ilderton Dodge Chrysler Jeep Ram (DCJR) of High Point.
The five (5) Ford Transit vans are being purchased from Piedmont Trucks of Greensboro utilizing NC state contract 2510A. The total cost of these vehicles is $288,024.60. Highway use tax of 3% will bring the total to $296,665.34.
The three (3) Chevrolet Traverse SUVs are being purchased from Capital Chevrolet of Wake Forest utilizing NC state contract 2510A. The total cost of these vehicles is $119,335.65. Highway use tax of 3% will bring the total to $122,915.72.
The two (2) Ford Mustangs are being purchased from Parks Ford of Hendersonville utilizing NC Sheriff’s Association cooperative contract 25-11-0912. The total cost of these vehicles is $97,064.72. Highway use tax of 3% will bring the total to $99,976.66.
The nineteen (19) Dodge Durango Pursuit AWD SUVs are being purchased from Ilderton DCJR of High Point utilizing NC Sheriff’s Association cooperative contract 26-12-0909. The total cost for these vehicles will be $742,900.00. Highway use tax of 3% will bring the total to $765,187.00.
The total amount for the purchase of all twenty-nine (29) vehicles plus the 3% highway use tax is $1,284,744.72.
The estimated total upfit costs of these vehicles is approximately $606,000.00. The total on-the-road cost for these twenty-nine (29) vehicles will be approximately $1,890,745. Upfit estimates are based on projected use of vehicles at time of order. However, the Sheriff's Office may modify vehicle use assignment upon delivery based off of the needs of the organization which may change associated upfit costs.
All vendors have been approved through the SBED process and county purchasing has approved the Bid Waiver Justification forms for each of them as well.

2) Approve purchase of three (3) Chevrolet Traverse SUVs as authorized by the state contract exemption of G.S. 143-129(e)(9) for a total cost of $122,915.72 from Capital Chevrolet utilizing NC state contract 2510A.
3) Approve purchase of two (2) Ford Mustangs, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $99,976.66 from Parks Ford utilizing NC Sheriff's Association Cooperative Contract 25-11-0912.
