Resolution
WHEREAS, Chief District Court Judge (2019-2024) Teresa H. Vincent has served with honor and distinction as the first African American woman to hold the Chief District Court judgeship position for Judicial District 24 (Guilford County), earning the respect and admiration of her colleagues, legal professionals, and the community; and
WHEREAS, Judge Vincent received her Bachelor of Arts and Juris Doctor from North Carolina Central University and practiced as an Assistant District Attorney for approximately seven (7) years prior to becoming a District Court Judge in 2000; and
WHEREAS, Judge Vincent was named Chief District Court Judge (2019-2024) by North Carolina Supreme Court Chief Justice Cheri Beasley on August 13, 2019, and has provided outstanding leadership, fostering innovation and professionalism in the Guilford County Court system; and
WHEREAS, Judge Vincent has dedicated her career to serving the public and advancing the legal profession, exemplifying the highest standards of integrity, compassion, and fairness on the bench; and
WHEREAS, Judge Vincent is widely recognized for her leadership and service, including her role as President of the North Carolina Association of District Court Judges, where she advocated for improved salaries and security measures for her fellow judges, and as a former President of the Greensboro Bar Association; and
WHEREAS, Judge Vincent’s commitment to community and professional service is further evidenced by her involvement with organizations such as the Judicial Standards Commission, the N.C. State Bar Board of Legal Specialization, the Guilford County Black Lawyers Association, the N.C. Dispute Resolution Commission, the North Carolina Courts COVID-19 Taskforce, the Greensboro History Museum Board, the Women’s Resource Center Board, Delta Sigma Theta Sorority, Incorporated, the Women’s Professional Forum, the Greensboro Opera Board, the Junior League of Greensboro, The Links Incorporated, and Jack & Jill of America; and
WHEREAS, Judge Vincent received the Women of Distinction award from the High Point NAACP in 2019, was recognized by Black Business, Inc. as one of the 100 most influential professionals in North Carolina in 2023, and received the Ruth Wicker Award for her tremendous impacts in Greensboro, and beyond; and
WHEREAS, Judge Vincent was rated as a “Judge of Excellence” by attorneys in 2012 and 2018, and was recognized as the North Carolina Association of Women Attorneys’ Judge of the Year in 2024 for her extraordinary contributions to the judiciary and for her dedication to advancing women in the legal profession; and
WHEREAS, throughout her esteemed career, Judge Vincent has served as a mentor and role model to young female law students and aspiring judges, inspiring the next generation of leaders in the legal profession; and
WHEREAS, Judge Vincent has been a trailblazer and advocate for access to justice, spearheading initiatives such as the proposal for a Legal Support Center in Guilford County, which aims to assist self-represented litigants, reduce hearing delays, and improve the efficiency and fairness of court proceedings; and
WHEREAS, Judge Vincent’s unwavering commitment to justice and fairness has had a lasting impact on the Guilford County community and the state of North Carolina as a whole; and
WHEREAS, after serving 24 years on the bench, her retirement marks the culmination of a distinguished career that has profoundly shaped the judiciary and the lives of countless individuals she has served.
NOW, THEREFORE, BE IT RESOLVED, that the Guilford County Board of Commissioners hereby expresses our deepest gratitude to Chief District Court Judge (2019-2024) Teresa H. Vincent for her exemplary service, leadership, and dedication to the principles of justice and equity; and proudly dedicates the inaugural location of the Legal Support Services Center in her name as the Chief District Court Judge (2019-2024) Teresa H. Vincent Courtroom, located on the first floor of the Greensboro Courthouse.
BE IT FURTHER RESOLVED, that we congratulate Judge Vincent on her well-deserved retirement and extend our best wishes for her continued success, happiness, and fulfillment in all her future endeavors; and that this resolution be entered into the official records as a lasting tribute to the remarkable career and legacy of Chief District Court Judge (2019-2024) Teresa H. Vincent.
