BACKGROUND
background
On March 3, 2016, the North Carolina Board of Transportation approved Guilford County’s request for a FY2017 5339 Small Urban Capital grant in the amount of $369,134. Guilford County (operating as Transportation and Mobility Services of Guilford) will use funds to update the department's fleet by replacing five (5) vehicles with mileage that exceed useful life. Additionally, twenty-seven (27) mobile data devices will be replaced to ensure network compatibility as a result of County-wide network changes.
Cost of Project. The total cost of the Project approved by the Department is $410,150. Funding will come from the following sources:
(1) Federal Share. The Department shall provide, from Federal funds, 25.60% of the actual net cost of the Project, not in excess of $104,998.
(2) State Share. The Department shall provide, from State funds, 64.40% of the actual net cost of the Project, not in excess of $264,136.
(3) Local Share. The County (Contractor) hereby agrees that it will provide 10% of the actual net cost of the Project and any amounts in excess of the Department’s maximum. Based on the awarded federal and state amounts, the County's share will be $41,016.
A budget amendment is required to appropriate the federal and state grant awards. Funds for the county's match are included in the adopted FY 2016-17 budget.

Approve (revenue) Public Transportation Section 5339 Capital Program Grant Agreement, in substantial form, in the amount of $410,150 with North Carolina Department of Transportation by and through the Department of Health and Human Services (Division of Social Services) for the grant agreement period from July 1, 2016 and end on June 30, 2017. Increase Federal/State funds and the Transportation-Human Services budget by $369,134 to reflect the appropriation of related federal and state grant funds.
