BACKGROUND
Background
On March 24, 2016, the Guilford County (GC) Board of Education (BOE) approved a transfer of $255,153 in Public School Building Capital Fund (PSBCF) and capital maintenance dollars to the Roofing System-wide project ordinance to replace the roofs on the auditorium and classroom sections 6 & 8 at Grimsley High School. The Board of Education is requesting that funds be transferred from the completed High Point SCALE site project ($254,494) with the remaining amount from the Guilford County Schools (GCS) Capital Maintenance 2016 project ordinance ($659).

1. PROJECT ORDINANCE FOR GC BOARD OF EDUCATION - ROOFING - SYSTEM-WIDE
BE IT ORDAINED by the Board of County Commissioners for Guilford County, North Carolina that for the following project ordinance for Roofing System-wide in Guilford County adopted November 15, 2012; amended June 18, 2015; and amended December 3, 2015 is hereby amended in accordance with G.S. 159-13.2:
SECTION 1. The following planned expenditure and associated revenue are hereby authorized and appropriated in connection with this project:
PROJECT NAME: GC Board of Education - Roofing System-wide
EXPENDITURE: $4,439,748 to Roofing System-wide
REVENUE: $4,184,595 Bond Proceeds; $254,494 State Public School
Building Capital Fund Proceeds; $659 Transfer from
General Fund.
SECTION 2. This project ordinance authorizes all appropriations necessary for the completion of this project and it need not be readopted in any subsequent fiscal year. The budget officer shall include in subsequent budgets information and appropriations for this project during the budget year.
SECTION 3. This ordinance shall be duly entered in the minutes of the Guilford County Board of Commissioners. Within five days after adoption, a copy hereof shall be filed with the Finance Director, Budget Director, and Clerk.
SECTION 4. This ordinance may be amended in any manner so long as it continues to fulfill the requirements of G.S. 159-13.2 and other applicable laws.
ADOPTED on first reading this May 5, 2016 in accordance with G.S. 159-17.
2. PROJECT ORDINANCE FOR GC BOARD OF EDUCATION - HIGH POINT SCALE SITE
BE IT ORDAINED by the Board of County Commissioners for Guilford County, North Carolina that for the following project ordinance for High Point SCALE Site in Guilford County adopted November 15, 2007 is hereby amended in accordance with G.S. 159-13.2:
SECTION 1. The following planned expenditure and associated revenue are hereby authorized and appropriated in connection with this project:
PROJECT NAME: GC Board of Education - High Point SCALE Site
EXPENDITURE: $2,945,506 to High Point SCALE Site
REVENUE: $2,145,506 State Public School Building Capital Fund
Proceeds; $800,000 Transfer from General Fund
SECTION 2. This project ordinance authorizes all appropriations necessary for the completion of this project and it need not be readopted in any subsequent fiscal year. The budget officer shall include in subsequent budgets information and appropriations for this project during the budget year.

BE IT ORDAINED by the Board of County Commissioners for Guilford County, North Carolina that for the following project ordinance for FY 2015-16 Capital Allocation in Guilford County adopted June 18, 2015 is hereby amended in accordance with G.S. 159-13.2:
SECTION 1. The following planned expenditure and associated revenue are hereby authorized and appropriated in connection with this project:
PROJECT NAME: Guilford County Schools - FY 2015-16 Capital Allocation
EXPENDITURE: $4,999,341 to Capital Outlay
REVENUE: $4,999,341 Transfer from General Fund
SECTION 2. This project ordinance authorizes all appropriations necessary for the completion of this project and it need not be readopted in any subsequent fiscal year. The budget officer shall include in subsequent budgets information and appropriations for this project during the budget year.
SECTION 3. This ordinance shall be duly entered in the minutes of the Guilford County Board of Commissioners. Within five days after adoption, a copy hereof shall be filed with the Finance Director, Budget Director, and Clerk.
