BACKGROUND
Background
Guilford County competitively solicited bids on the HVAC Equipment Renovation and Controls Replacement at the Guilford County Courthouse in Greensboro as Event #550. On Janurary 26, 2016 at 3:00 PM the four (4) bid responses received and a public bid opening was held in the Guilford County Purchasing Department.
1. Bar Construction Company
Base Bid $2,152,700, Alternate #1 $36,400, Alternate #2 $88,750 and MWBE $0 - Total $2,277,850
2. J. Wayne Poole
Base Bid $2,217,000, Alternate #1 $36,500, Alternate #2 $86,300 and MWBE $0 - Total $2,339,800
3. H.M. Kern
Base Bid $2,245,000, Alternate #1 $36,100, Alternate #2 $85,000 and MWBE $0 - Total $2,366,100
4. Superior Mechanical
Base Bid $1,775,000, Alternate #1 $25,000, Alternate #2 $125,000 and MWBE $177,750 - Total $1,925,000
Of the four (4) bids received, Superior Mechanical Services, Inc. was the lowest, responsive, responsbile bidder. However, all the bids were over the funding for this project. Facilities requested a detailed breakdown of their proposal and negociated with Superior Mechanical to modify the scope to reduce cost. Superior Mechanical reviewed their porposal and has agreed to the following items and prices being recommended for award:

Due to the contract amount, the contractor reduced the MWBE to $99,950 (Female Electrical, Insulation, Testing & Balance)
Alternate 1 - Remove & replace 5 existing air handling units on first floor
Alternate 2 - Replace DDC controls 48 VAV units on fourth floor
Alternate 3 - DDC controls 31 VAV terminal units at Plaza Level and DDC Controls 9 VAV units at 2nd floor
Alternate 4 - Remove and replace pumps, provide VFD's and controls in Penthouse
To complete this project, a "Greensboro Courthouse HVAC" capital project ordinance needs to be adopted in the amount $1,150,000; this project will be funded with Capital Building Construction Fund fund balance in accordance with the FY 2017-26 Capital Improvement Plan.

Requested Action
Adopt attached Greensboro Courthouse HVAC capital project ordinance; Award contract to Superior Mechanical Services in Greensboro, North Carolina for the Guilford County Courthouse in Greensboro HVAC project in the amount of $1,150,000; Approve contract, in substantial form, and authorize staff to perform any and all actions necessary to finalize the contract details.
