BACKGROUND

Background

Guilford County and the City of Greensboro have shared ownership of the 800 MHz trunked public safety radio system from inception in 1995.  Over the past decade, the system has undergone a number of system upgrades and enhancements.

 

Additionally, the City of Greensboro has served as the maintenance contractor for the system since inception.  This has been handled through a series of amendments to the original contract 36460-04/95-211, and currently will be Amendment #15. 

 

This amendment addresses the following:  A five year term of renewal to align with the City of Greensboro’s renewal of software agreements including 50% share of the annual maintenance agreement with Motorola, 50% share of third party vendor MCM Technologies and 50% share of Genesis.  The Motorola agreement handles all the software and hardware support for a highly technical Land Mobile Radio (LMR) system.  Specifically, the greatest threat to the public safety radio system is cybersecurity and these agreements make sure we have the latest updates to secure this critical infrastructure.  The other agreements are for MCM Technologies which provides asset tracking of the system components and subscribers, and Genesis provides a software called GenWatch3 which allows for monitoring, management, and reporting on Motorola voice and data systems.

 

Additionally, the agreement allows for the County to purchase in FY24 three (3) SeeHawk Monitor P25 Remote Test Units with spectrum analysis for interference testing of Distributed Antenna Systems (DAS) that could be detrimental to the function of the public safety radio system.  The City has already purchased the equivalent amount of units to allow for a total of six (6) sites to triangulate interference on the system.  The agreement also includes a per radio charge for overhead for the Guilford Metro Technical Services division that has remained constant for many years, as well as time and materials repair of UHF and VHF paging systems. The contract includes the pricing from the third parties for the five (5) year term of the agreement.

Requested action

Approve Amendment #15 to the existing Interlocal Agreement with the City of Greensboro (Guilford County contract 36460-04/95-211), in substantial form, for annual maintenance to the shared ownership 800 MHz radio system.  Maintenance terms are specified for FY24-FY28, and the commitment of County funds for FY24 is $808,764.
