BACKGROUND
Background
This agenda item is intended to realign the FY26 Juvenile Crime Prevention Council (JCPC) funding and to approve the associated budget amendment. The attached revision to the JCPC funding plan for FY 2025-2026 requires the following changes. Some of the changes are line-item adjustments to align budgets for FY2025-2026, some are as a result of discretionary funding awarded from the North Carolina Department of Public Safety (NCDPS), and some are a combination of both. The Board of County Commissioners are required by the NCDPS to approve all JCPC funding plan amendments and revisions.
1. Alexander Youth Network - Psychological Testing (served 37 of 40 estimated)
Increase of +$13,397
Decrease of $1,776
Total increase / decrease = +$11,621
Reasons for increase: JCPC Discretionary Funds Awarded by NCDPS in the amount of $4,750 for additional evaluations, Local Cash, and Medicaid revenue increases.
Reasons for decrease: Reallocated budget line-item amounts to cover additional costs not originally budgeted.
2. Unifour One - Mentoring (served 116 of 75 estimated)
Increase of +$26,000 (Discretionary Funds awarded for a van)
Decrease of $0
Total increase / decrease = +$26,000
Reasons for increase: Discretionary Funds Awarded by NCDPS
3. Commander Peace Academy - Boxing (served 34 of 25 estimate)
Increase of +$3,530 (Discretionary Funds awarded for additional supplies & needs)

4. Alexander Youth Network - Outpatient Counseling (served 27 of 75 estimate)
Increase of $10,046
Decrease of -$11,118

Reasons for increase: Reallocated budget line-item amounts to cover additional costs not originally budgeted.
Reasons for Decrease: Decreased in Other Fund Source (Medicaid)
These results show an increase of +$34,280 in JCPC funds awarded from the North Carolina Department of Public Safety (NCDPS), increase of +$6,871 to Local Cash and Other outside funding sources, and a decrease of -$1,072 in Other outside funding sources with an overall increase of +$40,079.
