BACKGROUND

Background

The Piedmont Triad Regional Council (PTRC) has submitted the FY 2019-20 Home and Community Care Block Grant (HCCBG) Agreement and County Funding Plan for Board approval.  The service providers under this agreement include Adult Center for Enrichment, Inc. (d/b/a Well-Spring Solutions), Guilford County Department of Health & Human Services - Division of Social Services, Guilford County Transportation - Human Services and Senior Resources of Guilford.  These providers will offer aging & adult in-home aide, transportation, and other services for seniors, including: adult day care; group enrichment; community nutrition and home-delivered meals; and senior center operations.   

 

The FY 2019-20 adopted budget included an estimate of HCCBG funding for these services which must now be amended to reflect the FY 2019-20 funding plan from PTRC.  Total updated Block Grant Funding for FY 2019-20 is $2,637,525 plus $123,683 in Department of Agriculture NSIP funding, a combined increase of $267,662 ($254,324 HCCBG and $13,338 NSIP) from the estimated amount included in the adopted budget. The required local match of $238,947, a decrease of $12,396 from the adopted budget, will be reflected through changes to in-kind services and use of existing county funding. This match includes the use of county funds to cover the required local match for Well-Spring Solutions and Emmanuel Senior Enrichment Centers.

REQUESTED ACTION

Requested Action

Approve the FY 2019-20 Home and Community Care Block Grant (HCCBG) Agreement and County Funding Plan; approve increases in Federal/State Revenues of $267,662, in the FY 2019-20 Health & Human Services - Social Services budget of $261,434, and in the FY 2019-20 Transportation - Human Services budget of $6,228 to reflect the funding plan; and authorize staff to make and approve any necessary adjustments to agency service contracts to match the funding plan.
