BACKGROUND

Background

On January 16, 2020, the Guilford County Board of Commissioners approved an inter-local agreement and initial project ordinance with the City of Greensboro for joint occupancy of Greensboro Fire Station #7 at 1064 Gatewood Ave, Greensboro, NC 27405 to replace the existing EMS Base 1 located at 1339 Headquarters Dr, Greensboro, NC 27405.

 

Under this agreement, Guilford County Emergency Services will receive an exclusive license to use a portion of the Greensboro Fire Station #7. The inter-local agreement called for Guilford County to pay for a portion of the facility's construction costs and a share of the annual operating expenses (both based on the square footage occupied by the county, approximately 22%).  The county's estimated share of construction costs was just over $1,775,000.  Final construction costs have been provided by the City of Greensboro and the county's actual cost is $1,815,347.  The majority of the cost overruns were related to unsuitable soil and containment on the site, which was fully mitigated.  A final inter-local agreement between the City of Greensboro and Guilford County has been previously approved.  In addition, a capital project ordinance needs to be approved to pay the county's share of the facility construction costs.  A portion of the fund balance available in the County Building Construction Fund is earmarked to pay this expense.

BE IT ORDAINED by the Board of County Commissioners for Guilford County, North Carolina that the following project ordinance for Guilford County adopted on January 16, 2020, is hereby amended in accordance with G.S. 159-13.2:

 

SECTION 1. The following planned expenditure and associated revenue are hereby authorized and appropriated in connection with this project:

SECTION 2. This project ordinance authorizes all appropriations necessary for the completion of this project and it need not be readopted in any subsequent fiscal year. The budget officer shall include in subsequent budgets information and appropriations for this project during the budget year.

 

SECTION 3. This ordinance shall be duly entered in the minutes of the Guilford County Board of Commissioners. Within five days after adoption, a copy hereof shall be filed with the Finance Director, Budget Director, and Clerk.

 

SECTION 4. This ordinance may be amended in any manner so long as it continues to fulfill the requirements of G.S. 159-13.2 and other applicable laws.
