BACKGROUND
Background
This agenda item requests approval of an agreement to acquire a CBC (complete blood count) analyzer and two SNAP Pro Analyzers for Animal Services through a purchasing commitment, with ownership transferring to the County at the end of the respective agreement terms. Currently, Animal Services is outsourcing CBC analysis to IDEXX. The purchase of the analyzer will allow staff to analyze CBC on location. The SNAP Pro Analyzers will allow automatic activation of SNAP tests for Canine and Feline Parvo, Giardia, Panleukopenia, Heart Worms, and tick borne illnesses; and Feline Leukemia Virus (FeLV) and Feline Immunodeficiency Virus (FIV). Based on current spending with IDEXX, this agreement will not require additional funding beyond what is currently budgeted for medical supplies.
G.S. 143-129(e)(6) provides that formal bidding requirements do not apply when a needed product is available from only one source or supply. IDEXX Distribution Corporation is the sole manufacturer of (1) ProCyte One Hematology Analyzer (provides reference-lab quality complete blood counts (CBCs) with a 5-part white blood cell differential in under 5 minutes. It uses laser flow cytometry to analyze 24 whole blood parameters for canine and feline patients) and (2) SNAP Pro Analyzer (automatically activates and times the SNAP test, interprets results and updates the pets records). IDEXX agrees to provide Animal Services with the equipment in exchange to purchase $50,000 a year in qualifying affiliated products. The products required are already purchased from IDEXX on a yearly basis. This agreement will allow Animal Services to obtain all the equipment without purchasing it for over $19,000.

Approve a sole source agreement for the purchase of medical supplies from supplier, IDEXX Distribution Corporation, as authorized by the sole source purchasing exemption G.S.143-129(e)(6) for a not to exceed amount of $50,000 annually for a six years' total of $300,000.
