BACKGROUND
Background
The Law Enforcement Administration Center, located at 401 West Sycamore Street, will require stormwater control to comply with NC Department of Environmental Quality storm water control measures. During design, staff instructed the civil engineer to include a permeable pavement design to avoid the need for a stormwater detention pond on the site. This agenda item will authorize staff to enter into an agreement with the City of Greensboro, which will certify Guilford County to maintain the installed permeable pavement in accordance with care and use guidelines provided by the installer.
The Property will require the construction of a storm water management control system (the “Storm Water Control Measure” or “Facilities”). The requirements are outlined in the maintenance plan on the approved City of Greensboro Technical Review Committee plan # 2022-3655. The plan is titled Guilford County Sheriff's Office Building, SCM Types (Wet Pond, Bio-cell, etc.). Permeable Pavement was selected during design to serve the Property, as required by the City and in accordance with North Carolina Administrative Code Rule 15A NCAC 02H .1050.
The City of Greensboro requires an owner of a stormwater control device to provide an operations and maintenance agreement to pledge proper operation of the device to control stormwater as designed. This is a standard agreement that is part of the City's technical review requirements.

Requested Action
Authorize staff to enter into the Operation and Maintenance Agreement, in substantial form, with the City of Greensboro for the Law Enforcement Administration Center located at 401 West Sycamore Street, Greensboro, NC, and authorize staff to take all reasonable actions to finalize and execute said agreement.
