BACKGROUND
background
On July 17, 2025 the Board awarded a contract for design services for the Women with Children Recovery Facility to CPL Architects and Engineers. At the time of award, the scope of work for the project was still being developed with community partners and service providers.
The original contract was amended in December, 2025 in the amount of $7,500 to include an evaluation of erosion control plans per the requirements of the City of High Point.
Over the course of the design, several substantial elements were changed or added that required additional design services by CPL. As the design progressed into construction drawings and bidding, further design changes were added that were not included in the initial contract with CPL. These changes include:
• Full HVAC replacement with a chilled water system for better temperature and humidity control and energy savings.
• Total replacement of the kitchen equipment after evaluations determined the existing equipment was at the end of life.
• Full replacement of exterior windows and doors to provide energy savings and building longevity.
• Additional design for outdoor features requested by the community partners and service provider.
• Design of a stormwater control biocell per the City of High Point’s requirements after the erosion control evaluation.
• Additional construction administration costs for the additional design elements.
The construction package also had to be re-bid after having been bid, to comply with changes to the NC General Statutes. This required revising and preparing a second bid package and bid tabulations.
CPL has provided a proposal in the amount of $325,258 to cover the additional work. The total contract value to CPL, including the additional $7,500 amendment awarded in December 2025 will be $909,968.

Approve an amendment, in substantial form, to the contract with CPL Architects and Engineers for design services for the Women with Children Recovery Facility and direct staff to take any and all reasonable efforts to execute the agreement, in the amount of $325,258, for additional scope of work.
