BACKGROUND
Background
As per §130A-309.81 (attached), each county is responsible for providing at least one (1) site for collection of discarded white goods.
The boom truck is used at the Guilford County Scrap Tire and White Goods Collection Facility at 2138 Bishop Road in Greensboro, to move and load white goods that have been dropped off by residents, into the 40-yard recycling dumpster. The boom truck also is used at our Community Recycling Events, held four times a year at different locations throughout the County. The white goods collected at these events are taken back to the Bishop Road facility and loaded, via the boom truck, into the recycling dumpster. The truck also can be used to clean up illegally disposed of white goods. All white goods collected are transported to DH Griffin in Greensboro for processing.
The boom truck currently in use is a 2006 Freight Liner M2 Boom Truck. The life expectancy of that model is 10 to 12 years; it is now 18 years old. If that truck breaks down, it would hamper the County's ability to carry out the activities mandated by § 130A-309.81 without additional cost. The intent is to replace this with an International Boom Truck via NC Sheriff's Association cooperative contract 24-08-021 for a purchase price of $229,314. The total cost, which includes the purchase price, vehicle tax and tag fees, is estimated to be $237,000 and is reflected in the below budget amendment. The Boom Truck was originally approved in the FY23 budget but due to the inability to get it under contract before the end of the fiscal year and a 24% increase in the cost of the vehicle, the funds for the purchases are being re-appropriated. A new quote for the Boom Truck was acquired in December 2024 that is good for a year. Funds for the Boom Truck were not re-appropriated during the FY24 budget year due to timing of vetting the cooperative contract with the Sheriff's Association and the timing of the fourth quarter White Goods disposal payment.
If approved, the new truck would ensure continued and undisturbed collection of white goods at the County collection facility and at the recycling events. Purchase of the boom truck also would ensure that Guilford County does not exceed the threshold amount in the White Goods Account. If we exceed the threshold amount, the County would not be eligible for additional quarterly White Goods Distributions from the State as described in § 130A-309.87 (attached).
The boom truck would be paid for using money from the quarterly White Goods Distributions, allowable as described in §130A-309.82 (attached). Guilford County received approximately $67,000 per quarter from each of the last four (4)distributions. This purchase would deplete some of those funds and make it possible for Guilford County to continue to receive quarterly White Goods Distributions. $85,000 was budgeted in the FY25 budget towards this purchase and the remaining funds will come from appropriated fund balance from accumulated White Goods Distributions.
