BACKGROUND
background
The Region 5 ARPA Public Health Workforce Development Initiative was established to strengthen public health capabilities through targeted training and professional development activities. This regional approach enhances the effectiveness and capacity of public health professionals across counties through collaboration and shared resources. The initiative ensures transparency and accountability in the use of work force development funds.
The project was initially funded through a State Agreement Addendum utilizing American Rescue Plan Act (ARPA) stimulus funds starting in March 2021 in support of workforce development activities. ARPA funding ended in May 2025. Despite the ARPA allocation ending, funding for the Workforce Development Manager position will continue with Federal funding in Fiscal Year 2026 under the State Agreement Addendum for Regional Foundational Capabilities Development. Guilford County remains the fiscal agent for this work and will receive $107,452 for FY 2026; this funding was included in the FY 2026 budget.
To ensure sustainability of these efforts, Health Directors from the eight Region 5 counties - Alamance, Caswell, Chatham, Durham, Orange, Person, Randolph and Rockingham - have agreed to enter into interlocal agreements and contribute 3% of their counties CDC Infrastructure Funding to a shared Workforce Development Funding. Guilford will be responsible for 25% of the funding needed for salary and fringe of the Workforce Development Manager using State Agreement Addendum CDC Infrastructure funding.
These contributions will support continued regional training, leadership development, and professional growth initiatives. In FY 2025 alone, the Region 5 Initiative provided over 250 training and certifications to more than 1,000 staff across the participating counties.

Approve interlocal agreements with Region 5 Local Health Local Health Departments-Alamance, Caswell, Chatham, Durham, Orange, Person, Randolph, and Rockingham - to support the regional Workforce Development Initiative for the term of June 1, 2025, through May 31, 2026, with one (1) option to extend for an additional one (1) year renewal.
