BACKGROUND
Background
The FY 2027 budget includes appropriations for the Sheriff's Office in-car and body worn camera program. In-car and body-worn cameras are important tools for promoting transparency, accountability, and public trust in law enforcement. These cameras provide an objective record of interactions between officers and the public, helping to document incidents, support investigations, resolve complaints, and protect both community members and officers. Video footage can also strengthen criminal cases, improve officer training, and help the agency policies and procedures based on real-world encounters. By creating a clearer and more complete record of law enforcement activity, in-car and body-worn cameras support fair decision-making, enhance officer safety, and reinforce the County’s commitment to transparency and service and outcome excellence.
Due to the size and length of the agreement, state law requires approval by the Local Government Commission (LGC) of the State Treasurer's Office. Consideration by the LGC is scheduled for August 4. The contract would be authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) from Axon Enterprises though the Sourcewell cooperative contract #101223-AXN and enter into a Master Services and Purchase Agreement (MSPA) with Axon for in-car and body worn camera equipment and associated data subscriptions for a period of ten-years. After two years of evaluating competing systems and negotiating pricing, the Guilford County Sheriff's Office selected Axon based on its exclusive features and benefits and connection with other personal protective equipment in use by the Sheriff's Office. The program from Axon includes initial deployment of equipment in late August of 2026, with four equipment refreshes in August of 2029, 2031, 2034 and 2036. The proposed financing totals $13,317,704.64

REQUESTED ACTION
Requested Action
1. Adopt the attached resolution authorizing and approving installment payments, as required by the Local Government Commission (LGC) as part of their consideration of the item on their August 4, 2026 agenda, for a not to exceed amount of $13,317,704.64 towards the acquisition of Sheriff's Office in-car and body worn cameras and associated data subscriptions.
2. Upon approval by the LGC, authorize staff to execute a Master Services and Purchase Agreement (MSPA) for in-car and body worn camera equipment and associated data subscriptions for a period of ten-years in the amount of $13,317,704.64 with Axon Enterprises as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) from Sourcewell cooperative contract #101223-AXN.
