BACKGROUND
Background
Vehicle replacement funding was presented during the Board of Commissioners' work session on July 18, 2024, and funding in the amount of $765,000 was appropriated to County Fleet during the Board's September 5, 2024 regular meeting. The Board adopted a reimbursement resolution and the County will seek financing for these items at a future date. This action is consistent with the information presented in these items.
The Guilford Fleet is requesting approval to purchase a total of seventeen (17) vehicles for FY25; five (5) Toyota Camry sedans, six (6) Toyota Tacoma trucks, three (3) Plymouth Voyagers, one (1) Dodge Durango and two (2) heavy duty trucks. The vendors being utilized for these purchases are Piedmont Trucks of Greensboro, Ilderton Dodge Chrysler Jeep Ram of High Point and Toyota of Greensboro.
The five (5) Toyota Camrys and six (6) Toyota Tacomas are being purchased from Toyota of Greensboro off the NC Sheriff’s Association cooperative purchasing agreement 25-11-0912. The Camry unit price, including upfit, is $27,700 for a 5-unit total of $138,500. The Tacoma unit price, including upfit, is $34,800 for a 6-unit total of $208,800. The total estimated cost for these 11 vehicles is $347,300.
The three (3) Plymouth Voyagers are being purchased from Ilderton Dodge through the NC Sheriff’s Association cooperative purchasing agreement 25-11-0912 for a unit price of $39,745 and a 3-unit total of $119,235. The Dodge Durango (1) is being purchased off NC Sheriff's Association contract 22-08-0913RR for a unit cost of $40,580. The total estimated cost for these four (4) vehicles is $159,815.
Two (2) vehicles are being purchased from Piedmont Trucks of Greensboro off the NC state contract 2510A. The two (2) vehicles are a F250 cab and chassis estimated for $44,495 and a Ford Transit estimated for $54,790. The total estimated price for these vehicles is $99,285.
An Animal Control box is needed to upfit the Ford Cab Chassis being purchased from Piedmont Trucks. Therefore, one (1) animal control box costing $51,675 is requested from Northwestern Emergency Vehicles under the sole source exemption.
The total amount for the purchase of all seventeen (17) vehicles is $658,075, plus the 3% highway use tax ($17,157), will be $675,232. One vehicle will be purchased out of the internal service fund as the vehicle was totaled and the County received subrogation revenue to help offset the cost.
All four (4)) vendors have been approved through the MWBE process and county purchasing has approved the Bid Waiver Justification forms for each of them as well.

Requested Action
1) Approve purchase of five (5) Toyota Camrys and six (6) Toyota Tacomas, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $347,300 from Toyota of Greensboro through NC Sheriff's Association Cooperative Contract 25-11-0912.
2) Approve purchase of (3) Plymouth Voyagers and one (1) Dodge Durango, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $159,815 from Ilderton Dodge through NC Sheriff's Association Cooperative Contracts 25-11-0912 and 220-08-0913RR respectively.
3) Approve purchase of two (2) Ford trucks as authorized by the state contract exemption of G.S. 143-129(e)(9) for a total cost of $99,285 from Piedmont Trucks off NC state contract 2510A.
4) Approve the purchase of one (1) animal control box from Northwestern Emergency Vehicles as authorized by the sole source purchasing exemption of G.S. 143-129 (e)(6) in the amount of $51,675.
