BACKGROUND

Background

Arts Greensboro and the High Point Arts Council have requested funding from the County’s Coronavirus Relief Funds to provide grants for non-profit arts and culture organizations.  Based on a survey conducted in mid-July, 40 organizations reported that more than $6.8 million in earned and contributed revenue had been lost and over 389 people had been laid off or furloughed.

 

In accordance with the Coronavirus Relief Fund Guidance, the organizations are requesting funding for a grant program to cover costs directly related to remediating and responding to COVID-19, including reimbursement of losses from business interruptions caused by closures intended to slow the spread of the virus beginning March 13, 2020.  The program would work similar to the existing non-profit grant program.  Applications would be reviewed by a joint advisory body and funding recommendations would be made to Guilford County.  The grant recommendations would be reviewed by the County Staff Policy Group and forwarded to the Finance Department for payment.

 

Funding for the non-profit arts and culture grant program would come from a $500,000 re-allocation of the existing $7.5 million Phase 1 allocation for the Community Lifeline Support component of the Cares Funding Plan.

No  impact to FY 2020-21 General Fund Budget.  No net increase in Coronavirus Relief Funding Allocation for Community Lifeline Support.  Reallocation of $500,000 for existing appropriation.
