BACKGROUND
Background
Social Services staff are preparing new service contracts for FY 2025 and have identified multiple contracts with amounts over $200,000 requiring Board approval. These contracts include vendors which provide In-Home Aide services for our Aging and Adult population and Room and Board for children in foster care in Guilford County.
In-Home Aide Services vendors provide supportive services to older and disabled adults allowing them to remain safely in their homes and communities. The services of In-Home Aide promote independence, prevent premature placement into long-term care facilities and nurture self-determination. In-Home Aide contracts requiring Board approval at this time are:
$ 200,000.00 ARO COMMUNITY SERVICES INC
$ 400,000.00 CARING HANDS HOME HEALTH, INC
$ 200,000.00 SHIPMAN FAMILY HOME CARE INC
$ 405,000.00 ADULT CENTER FOR ENRICHMENT
Room and Board vendors provide housing placements for foster and other children in the County's custody and care. Placement costs vary depending on the type of placement and the specific needs of the child. These contracted facilities work with the Children's Services team to ensure that children in custody have a safe place to stay and receive the support necessary for their well-being. Room and Board contracts requiring Board approval at this time are:
$ 530,000.00 AMERICAN CHILDREN'S HOME

The term of these contracts is normally twelve (12) months. Starting in FY 2025, staff are trying to move annual contracts out of alignment with the fiscal year to improve continuity of services as the County transitions fiscal years. As a result, the contracts in this item will be for an extended fifteen (15) month period running July 1, 2024 to September 30, 2025. The contract term will be reduced back to twelve (12) months starting in October 2025 (FY 2026). All funding for the final three (3) months of the term that fall into FY 2026 (July 1-September 30, 2025) will be contingent upon funding in the FY 2026 budget.
