BACKGROUND
Background
The Guilford County Manager’s Office, through the Integrated Data and Services Division, is tasked with using data to inform decision-making and integrating disparate software systems. Integration of data and services is essential to building healthy communities and improving outcomes for residents.
The Integrated Data and Services Division has identified a need for a software solution to facilitate the County’s data integration process. In addition, the Department of Health and Human Services - Adult and Aging Division requires modernization of its case management system. Modernization will enable integration with the County’s data system while providing staff with an up-to-date technology solution to better support their work.
A request for proposals (bid no. 20256) was issued on February 5, 2025 and twenty-three (23) proposals were received. A multidisciplinary team of community experts, subject matter experts, and data integration practitioners evaluated all responsive bids. Asemio was determined to have the most relevant experience in building the type of system envisioned for Guilford County. The integrated data system provided by Asemio will allow the County to evaluate multiple data sources and generate reliable insights to guide policy and resource decisions. This will help staff become more proactive and responsive to community needs. The case management system from Caseworthy will modernize Adult and Aging records and data tracking, replacing outdated paper forms and easing administrative burdens for staff.
The Caseworthy, Inc. contract qualifies as an eligible expense within the Department of Social Services, with 50% of the costs reimbursable through State/Federal participation. To support the County’s share, 50% of the first-year expenses will be paid from the Integrated Data and Services Division, which already has sufficient appropriation within its adopted budget within the ARPA Enabled Fund. The remaining 50% will be funded from Health and Human Services - Social Services. A budget amendment is required to recognize the reimbursement revenue and align appropriations to cover these costs.

REQUESTED ACTION

1. Approve the award of a three (3) year contract with Asemio, LLC for an integrated data system and its implementation, in the amount of $685,000 with two possible one year extensions for a five (5) year $885,000; and,
2. Approve the award of a five (5) year contract with Caseworthy, Inc for case management software and its implementation, in the amount of $1,295,116.
3. Approve the attached budget amendment in the amount of $285,507 to appropriate funds within Health and Human Services and corresponding Federal/State revenue.
