BACKGROUND

Background

Every Baby Guilford, Inc. and Public Health collaborate with Guilford County's Infant Mortality Program on solutions to disrupt long-standing health outcomes and racial disparities in Guilford County The County provides staff, operational supplies, and equipment for the benefit of Guilford County's Infant Mortality Collective Action Movement. Guilford County has an Adopt-A-Mom program which provides medical support and prenatal care to women who lack access to prenatal care, and Every Baby Guilford has and wishes to continue providing funding to support the program.

 

About the Program

The Adopt-A-Mom program provides access to healthcare for vulnerable populations, as well as health education, counseling, and resources on topics related to the reduction of infant mortality and promotion of healthy families. For 33 years, the Adopt-A-Mom program has partnered with obstetric providers in Guilford County to provide prenatal care at a reduced cost for individuals who do not qualify for Medicaid and are otherwise uninsured.  Grant funding from the Guilford County Partnership for Children’s Smart Start program and from Every Baby Guilford nonprofit organization provides this vital program for approximately 260 individuals annually.  A Medical Interpreter serves with the program to eliminate language barriers.  Both the Medical Interpreter and the Adopt-A-Mom Patient Coordinator also serve as patient navigators for assisting clients served in navigating community resource support.

Spending Plan

$27,817 will be used to support a portion of a Medical Interpreter’s salary, $87,845 will be used to pay contractual OB providers who provide prenatal care at a reduced cost of $500 for 176 patients.  In addition, $46,481 will be used to pay for ultrasounds and other medical expenses for Adopt-A-Mom patients with financial need.  $2,500 will be used for an Adopt-A-Mom appreciation breakfast and/or lunch for providers to recognize and motivate them for the services rendered in furtherance of the program's objectives.

REQUESTED ACTION

Requested Action

1.                     Amend the General Fund to decrease Appropriated Fund Balance by $28,817 and Decrease the Appropriation to Department of Health & Human Services - Division of Public Health by $28,817.

 

2.                     Approve receipt of FY25 Every Baby Guilford Adopt a Mom Grant in the amount of $164,643. Authorize the grant agreement for FY25 and adopt a grant project ordinance for FY25 Every Baby Guilford Adopt a Mom Grant in the amount of $164,643 with $164,643 in Other Revenue.
