BACKGROUND

Background

In 2023, The Duke Endowment awarded a Healthy People, Healthy Carolinas grant for Guilford County to a coalition that included Atrium Wake Forest Baptist Medical Center, the Greater High Point Food Alliance, the Foundation for a Healthy High Point, and Guilford County's Cooperative Extension department.

 

The Duke Endowment requires that a hospital system (in this case, Wake Forest University Health Sciences) is the fiscal agent for the grant. The Wake Forest University Health Sciences has a sub-award agreement with Guilford County to provide funds for a full-time employee to provide leadership for the initiative. The Board approved the initial agreement on 12/19/24 and funds were budgeted in a grant project ordinance with the approval. The Year 2 contract funding was signed on 9/11/25 and included an additional $102,500 to fund the project for an additional year.

 

The sub-award funds that Guilford County receives can be used for staffing the position in the Cooperative Extension department either through the professional services contract to North Carolina State University or through a county grant-funded position. The position is currently staffed through the NCSU professional services budget. On August 19, 2025, Atrium Health Wake Forest Baptist / High Point Medical Center notified Guilford County that they are requesting more local control over the position.

 

To comply with the request from the hospital system, one (1) grant funded full-time employee (FTE) position needs to be created.

Requested Action

Establish one (1) new FTE for a Core Health Alliance Program Manager position at Cooperative extension for as long as funding is available. Amend the grant project ordinance for FY24/25 Community Health Coalition Director Grant to increase the appropriation to the project by $102,500 with $102,500 in Other Revenue.
