BACKGROUND
Background
The current Historic Preservation Commission (HPC) Rules of Procedure are being revised (redlined version attached) to update provisions based on the most recent state model ordinance, changes in current NCGS 160D, and align (where applicable) with the most recent adopted version of the Rules of Procedure for the Guilford County Board of Commissioners, and in accordance with the Guilford County Board of Commissioners' Resolution Establishing Policy And Procedures For Appointments [to County Boards, Commissions, Committees and Councils].
Primarily, revisions include consistency, where applicable, with like provisions with other Board’s Rules of Procedure for same processes (e.g., quasi-judicial procedures, conflicts of interest, and consistency in time of year when voting for Chair and Vice Chair) for uniformity, where applicable.
New text is shaded while deleted text is shown as strikethroughs. Approved text revised by the HPC at its August 20, 2024 regular meeting (see Section 10. Amendment of the Rules of Procedures) is indicated by double-underline for text added and dashed line + strikethrough for text deleted, and was approved.
Review has been completed by the County Attorney prior to the Historic Preservation Commission’s unanimous approval (HPC approved with the aforementioned revision to Section 10. Amendment of the Rules of Procedure with unanimous approval 5-0. Ayes: Dowell, Millsaps, Hadden, Horth, Hammond. Nays: None.). A copy of the HPC Rules of Procedure will be kept on file in the Clerk to the Board's office, available for reference, and used for training HPC appointees.
