BACKGROUND
Background
On June 19, 2014, the Guilford County Board of Commissioners approved a HOME Program Funds Subrecipient Agreement (see attached approval documentation) with the Piedmont Triad Regional Council (PTRC) to allocate up to $380,000 (or $45,000 per single family unit) for the rehabilitation of a minimum of seven (7) single family structures in Guilford County (outside the City limits of Greensboro and High Point). Subsequently, on September 17, 2015, the Guilford County Board of Commissioners amended that agreement to make the City of Greensboro party to that initial agreement. This resolution will amend the existing tri-party contract (amended September 17, 2015 to make the City of Greensboro party to that initial agreement) between the City of Greensboro, Guilford County and the Piedmont Triad Regional Council (PTRC) to increase the contract amount by $453,472 for a total of $833,472, and extend the contract through December 31, 2017 to rehabilitate eight (8) additional homeowner units with Guilford County HOME funding.
As of May 17, 2016, approximately $98,792.65 has been expended on three (3) single-family home rehabilitations located at 103 Eagle Nest Court, Gibsonville, NC 27249; 217 Burton Farm Road, Brown Summit, NC 27214; and 108 Pine View Road, Gibsonville, NC 27249, with an additional approximately $330,000 estimated for single-family rehabilitations located at 900 Sherrilwood Drive, Greensboro, NC 27406; 405 Hagen Stone Park Road, Pleasant Garden, NC 27313; and 131 Robbins Avenue, Jamestown, NC 27282. A waiting list of approximately 44 potentially eligible applicants for single-family rehabilitation funding also has been documented. This Amendment is being requested to provide additional funding to meet existing documented single-family rehabilitation needs and rehabilitation needs of potentially eligible applicants.
Funds are targeted for owner-occupied units, occupied by households with elderly and/or disabled fulltime household members, or owner-occupied units with lead hazards and a child aged six (6) years or younger. Household incomes must be below 80% of the HUD area median income.
The purpose of this item is to request approval of the Second Amendment to the existing tri-party HOME Program Funds Subrecipient Agreement between Guilford County, the City of Greensboro, and the Piedmont Triad Regional Council (PTRC) for additional HOME allocation funding for a minimum of eight (8) additional homeowner units (outside the entitlement Cities of Greensboro and High Point), and approval of Attachment A - Part II Terms and Conditions; Attachment B - Indemnification, Iran Divestment Act Certification, Non-Discrimination Requirements; and E-VERIFY; and the Guilford County HOME Rehabilitation Assistance Policy. The City of Greensboro, at its May 17, 2016 Regular Council Meeting, passed this Amendment (see attached e-mail) authorizing the requested action.
The City of Greensboro is the lead agency for the Greensboro HOME Consortium which includes the City of Greensboro, Guilford County, City of Burlington, and Alamance County.
