BACKGROUND

Background

NC Department of Public Safety (NCDPS) would like to continue assisting in funding the Youth Focus “HEARTH Transitional Living Program” in the Guilford County area during FY 2024-25. NCDPS awarded Youth Focus in ‘start-up’ funds for the current model during FY 22 and FY 23. Guilford County served as a funding facilitator for funds in FY23 and FY24. The HEARTH program has been serving clients in Guilford County since 2017 and the current model since November 2022.  The current HEARTH program model provides supportive housing for male, female, and nonconforming youth ages 18-21 who are experiencing homelessness or young adults who have aged out of the foster care system, with on-site supervised, yet independent living environment. During the program, youth gain needed independent living skills. Transitional housing along with living expenses and programming relating to independent living skills are provided to all participants. Participants set transitional goals specific to their situation to transition from the program into stable housing; to obtain high school diploma or a GED and /or a college degree; receive vocational training to gain and maintain employment; all to fulfill a transition into independent living.  The program accepts referrals statewide and expects to serve approximately eight (8) youth this fiscal year with an average stay of 275 days.

NCDPS has requested that they use Guilford County as a funding facilitator to the Youth Focus “HEARTH Transitional Living Program” with monthly reimbursements during FY 25. NCDPS will take on all responsibilities for vetting the program’s services and expenditures and will disburse funds to Guilford County monthly to reimburse Youth Focus “HEARTH Transitional Living Program”. Guilford County will not be required to complete any monitoring, financial reviewing, etc., only schedule monthly reimbursements based on NCDPS disbursements.

 

In addition to continuing the funding the Youth Focus "HEARTH Transitional Living Program" for FY25, final accounting for the FY23 project has identified $26,654 to be returned to the state from the program. Youth Focus has returned the payment to Guilford County and a budget amendment is needed for the County to issue the refund to the state.

Requested Action

Approve receipt of FY25 NCDPS Youth Focus Grant in the amount of $198,300 and adopt grant project ordinance for FY25 NCDPS Youth Focus Grant in the amount of $198,300, with $198,300 in federal state/funds. Amend the FY23 NCDPS Youth Focus Grant PROJECT ordinance to increase the appropriation to the project by $26,654 and increase Federal/State Funds by $26,654.
