BACKGROUND

Background

The Guilford County Sheriff’s Office has coordinated ministry services to the detainees of the Greensboro and High Point detention facilities for over thirty (30) years. UNITE Greensboro Jail Ministry was awarded a contract in October of 2020 and has been the ministerial provider to the Guilford County Sheriff's Office, since that time. Prior to the contract Jail Ministry Services were provided by two separate entities, one at each facility.  Guilford County has participated in funding the current organization.

 

Guilford County Sheriff's Office currently has 853 residents among both facilities. All residents are served by the jail ministry upon request of services. Their services support all religions. They average 30-40 requests per day and these request include prayer requests, general counseling, access to religious reading materials (Bible, Quran, daily devotionals, etc.), access to an extensive library  of religious and non-religious books, clothing undergarments for indigent residents, reading glasses, among other things to support residents while in custody.

 

UNITE Greensboro Jail Ministry recently changed its name to UNITE Guilford Jail Ministry. The contract with UNITE Greensboro Jail Ministry will expire on June 30, 2024. An RFP was conducted, and UNITE Guilford Jail Ministry was awarded the contract for ministry services in the two (2) detention facilities. The award letter, qualifications for UNITE Guilford Jail Ministry, UNITE Guilford Jail Ministry proposed services/statement of work, and MWBE compliance letter are attached. This service is budgeted as part of the Sheriff's Office annually. The cost per year is shown below:

UNITE Guilford Jail Ministry is a 501-3(c) corporation that provides multi-denominational ministry to detainees, while assisting in family interaction and re-entry services.

Requested Action

Approve the contract in substantial form with UNITE Guilford Jail Ministry for a period of four (4) years effective July 1, 2024 through June 30, 2028 in the amount of $421,494 (Year 1: $100,000; Year 2: $103,500; Year 3: $107,123; Year 4: $110,872), for jail ministry services in both the High Point and Greensboro Detention Centers.
