BACKGROUND
background
The County completed the acquisition of the former Erwin Montessori School property (Erwin) in December of 2023. After reviewing options for the best use of the property the Board instructed the Facilities department to secure pricing to demolish the existing structures and stabilize the site for future development.
Facilities developed a package of specifications that included asbestos abatement, building demolition, rough grading and site stabilization. Purchasing distributed the Request for Proposal specifications for the demolition project on May 22, 2024 and received proposals on June 14, 2024. Eight proposals were received, and seven were deemed responsive by Purchasing.
A team of County staff ranked the proposals based on the criteria of pricing, ability to safely execute the work, availability of contractor resources, proximity to the work site and MWBE participation. After scoring the proposals, DH Griffin was selected as the best contractor to execute the work.
DH Griffin has the experience to properly remediate the asbestos on site and the capability to quickly execute the demolition work in a safe manner. DH Griffin has adequate resources to quickly mobilize and is headquartered in Guilford County. DH Griffin has committed to an MWBE goal of 43% participation.
DH Griffin proposed to execute the scope of work for $524,000. Staff recommends adding a contingency amount of $52,400.00 given the possibility of unforeseen conditions that may be encountered during the project. This is an owner-controlled contingency, and any un-used funds will be returned to the County.
In addition to the demolition work, Duke Energy will be required to relocate a power distribution line that crosses the property. Since the County is requesting the relocation of the line to allow the site to be cleared, the County is responsible for the cost of the relocation. Staff expects the relocation to cost approximately $11,000.
An existing project ordinance was created to purchase and secure the Erwin site. Currently $43,632 remain in the ordinance that can be applied to the Duke Energy costs and the DH Griffin Contract.
