BACKGROUND
Background
Powerhouse Recycling, LLC will be contracted to dispose/recycle the TVs and other electronics collected at the Guilford County Scrap Tire and White Goods Collection Facility and support our four (4) community recycling events held throughout the County. As per NCGS 130A-309.130 through 130A-309.142, electronics are not permissible in landfills and contain valuable materials for recovery and reuse. The County’s electronics recycling program keeps valuable commodities out of the landfills, reduces the need for raw manufacturing materials, and decreases the incidents of illegal dumping of these items.
Two (2) bids were submitted for processing the electronics recycling for Guilford County. After careful study of the bids by a three-member panel, Powerhouse Recycling, LLC was selected for the following reasons:
•Nature and capacity of business.
•Experience - 16 years.
•Proven technology and outstanding reference working with Mecklenburg County Government, Wake County Government, and the City of Durham.
•WBE - Women owned 51%.
•Most cost-effective bid amounts.
The initial contract will be for three (3) years and four (4) months beginning July 1, 2024 through October 31, 2027, with a County option to renew and extend for two (2) additional one-year renewals for a total of five (5) years, at the same pricing and terms and conditions upon mutual written agreement of both parties. All costs to Guilford County charged by Powerhouse Recycling, LLC for the management of such materials will be offset by revenues generated as part of this contract.
Based on the current FY23/24 budget of $75,000, disposal cost for FY24/25 is projected at $65,000, resulting in an anticipated decrease of approximately $10,000 between the two (2) fiscal years. For an initial three-year, four-month contract period, budgeted cost is $216,666.68. The County receives a yearly distribution from the State’s Electronics Management Fund to help run the program. The distribution for FY25 is $23,250.58.
As a point of comparison, electronic collections for the first four (4) months (July through October) of FY22/23 comprised 37.6% (87.6 tons) of total 232.93 tons collected. For FY23/24 (July - May 6), electronic collections for the first four (4) months comprised 45.31% (82.25 tons) of a total 181.51 tons collected year to date.
