BACKGROUND

Background

The Guilford CARES Emergency Rental and Utilities Assistance Program began on February 8, 2021 to assist families impacted by the COVID-19 pandemic with rent and/or utilities. Guilford County received $7,252,721.90 from the US Treasury and $747,279 in County funding. To date, the program has received approximately 1,050 applicants and has spent approximately $1.35 million.

This proposal is to utilize a portion of the approximately $747,000 county allotment towards the Guilford CARES Emergency Rental Utility Assistance Program to assist families with rent and/or utilities who exceed the 80% area median income limits based on their family size.

We continue to receive applications for families who meet all qualifications for the ERUA program eligibility except they have exceeded the income limits. With aligning income guidelines based on 200% Federal Poverty Level, these families could potentially receive much needed assistance through the program

We would utilize the 2021 Federal Poverty Income Guidelines - 200% FPL income levels monthly/yearly as below to determine program eligibility for families. All other program policies and guidelines remain the same.

Requested Action

Approve program eligibility based on 200% Federal Poverty Level to utilize a portion of the $747,000 county allotment for the Guilford CARES Emergency Rental and Utility Assistance Program. This will assist families who exceed the 80% area median income limits based on family size.
