BACKGROUND
Background
This agenda item renews contracts between Guilford County and cities/towns to provide animal control and animal shelter services within the town limits of Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett. The Town of High Point provides its own animal control services, but drops those animals off at the Animal Shelter. The High Point agreement is in discussion and will come before to the board at a later date.
The City of Greensboro is charged 50% of actual animal control expenses and towns pay a fixed rate of $3.44 per resident. The county anticipates receiving revenue totaling $1,080,814.
The details of the revenue up to an estimated amount are as follows:
Greensboro: $956,458
Jamestown: $13,098
Oak Ridge: $29,002
Pleasant Garden: $17,477
Sedalia: $2,355
Stokesdale: $21,802
Summerfield: $38,577
Whitsett: $2,045
These Interlocal Agreements shall continue for three (3) years for Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett from July 1, 2026 to June 30, 2029. All agreements are subject to final approval and any non-material revisions made by the County Attorney and the County Manager.

RESOLUTION
Resolution
A RESOLUTION RATIFYING AND AUTHORIZING EXECUTION OF INTERLOCAL AGREEMENTS PERTAINING TO THE PROVISION OF ANIMAL SHELTER AND ANIMAL CONTROL SERVICES BY GUILFORD COUNTY TO THE CITY OF GREENSBORO, AND THE TOWNS OF JAMESTOWN, OAK RIDGE, PLEASANT GARDEN, SEDALIA, STOKESDALE, SUMMERFIELD, AND WHITSETT.
WHEREAS, N.C. General Statute § 160A-461, “Interlocal cooperation authorized,” authorizes units of local government to enter into agreements with each other in order to execute an undertaking by one unit of local government on behalf of another unit of local government; and
WHEREAS, each of the above captioned Cities and Towns wish to enter into individual agreements with Guilford County, by which Guilford County has agreed to provide certain animal shelter and/or control services to each of the above captioned Cities and Towns, pursuant to the attached Interlocal Agreements, and doing so is in the public interest.
NOW, THEREFORE, BE IT RESOLVED that the Guilford County Board of County Commissioners does hereby ratify and authorize, in substantial form, each of the attached Interlocal Agreements between Guilford County and each of the following Cities and Towns: Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett. The Guilford County Manager or an Assistant County Manager is hereby authorized and directed to execute the attached Interlocal Agreements, in substantial form. This resolution shall be spread upon the minutes.

Requested Action
Approve a resolution ratifying and authorizing the execution of the Animal Shelter and Animal Control Services interlocal agreements, in substantial form as attached hereto, between Guilford County and the Cities and Towns of Greensboro, Jamestown, Oak Ridge, Pleasant Garden, Sedalia, Stokesdale, Summerfield, and Whitsett, for a term of July 1, 2026 through June 30, 2029; unless terminated pursuant to the terms therein.
