BACKGROUND
Background
Over the past two fiscal years, the Board of County Commissioners has invested in replacing aging Emergency Medical Services (EMS) equipment to improve reliability, patient safety, and employee safety.
EMS uses Stryker equipment on County ambulances and during special events, including stretchers and loading systems that help safely move patients into and out of ambulances. Because this equipment is used regularly in emergency situations, it requires routine preventative maintenance and occasional repairs to remain safe and dependable.
This agreement provides annual maintenance and repair services for the County’s current inventory of 83 stretchers and 71 ambulance loading systems. The annual cost for maintaining this equipment is $162,852.80 and includes parts, labor, travel, and required preventative maintenance. The service also helps ensure that the equipment continues to meet applicable safety standards. Each year, Stryker adjusts the agreement to reflect equipment that has been added, remains under warranty, or has been removed from service.
The agreement also provides maintenance for other recently purchased lifesaving equipment. The County’s 65 LIFEPAK 35 cardiac monitors will receive seven months of maintenance coverage this fiscal year at a cost of $91,872.30 because the monitors remain under their original warranties for the first five months of the year.
In addition, 25 LUCAS mechanical chest-compression devices will receive a full year of maintenance at a total cost of $46,300.
Maintaining this equipment through a comprehensive service agreement helps protect the County’s investment, reduce unexpected repair costs, and ensure that EMS personnel have reliable equipment available when responding to emergencies.

Requested Action
Approve a one (1) year proprietary maintenance service and parts agreement with Stryker Sales Corporation, for comprehensive preventive maintenance and repair of seventy-one stretcher mounts and eighty-three stretchers in the amount of $162,853, as authorized by G.S. 143-129 (e) (6), which provides that formal bidding requirements do not apply when a needed product is available from only one source or supplier. Additionally, annual maintenance and repair on Cardiac Monitors is $91,872 and Lucas cardiac compression devices is $46,300. Total commitment is $301,025.
