BACKGROUND
Background
The City of Greensboro, a partner organization in the Guilford County Economic Development Alliance (GCEDA), presented a proposed administrative amendment to the GCEDA Agreement to the GCEDA Leadership Group on Thursday, April 28, 2016. The proposed amendment would modify Section 5 of the GCEDA Agreement that is entitled Technical Expertise and Community Involvement by increasing the total membership of the Business Advisory Council from (12) members to eighteen (18) members and authorizing the three (3) local government governing bodies to appoint two (2) members each to the Business Advisory Council to serve a one (1) year term and be eligible for reappointment for one additional one (1) year term.
Currently, ten (10) of the twelve (12) members of the Business Advisory Council are appointed by the Chairs of the High Point Economic Development Corporation and the Greensboro Partnership. The remaining seats are filled by the President of Guilford Technical Community College and the Director of the Greensboro / High Point / Guilford Workforce Development Board.

The GCEDA Agreement states that the GCEDA Business Advisory Council is created to provide input, expert technical and business advice to the Alliance Leadership Group on economic development matters and to support the economic development work of the Alliance, High Point Economic Development Corporation (HPEDC) and the Greensboro Partnership. More specific responsibilities and duties of the Council include a) Assisting in the development of a Guilford County economic development strategic plan, 2) Providing expert advice to the Leadership Group and the staffs of the HPEDC and the Partnership to assist in the recruitment and retention of corporations to the community and region and 3) Providing advice and insight on how the parties can collaborate to position Guilford County and the region to be more attractive to corporations and development prospects.
The intended purpose for the recommended amendments to the agreement is to give the local governing bodies appointments to the Business Advisory Council to potentially increase the diversity of the membership on the Council. Under the current agreement the local governments make no appointments to the Business Advisory Council.

Requested Action
Approve amendment to Guilford County Economic Development Alliance Agreement, modifying the Business Advisory Council membership from twelve (12) members to eighteen (18) members as outlined in the attached document.
