BACKGROUND

Background

Each year, Piedmont Triad Regional Council (PTRC) requests that Guilford County approve an agreement for administering Home and Community Care Block Grant (HCCBG) funds for aging services throughout Guilford County.  Guilford County DHHS-DSS requests that the Board of Commissioners continue to support PTRC administering these funds.

 

The FY 2020-21 adopted budget included an estimate of HCCBG funding for aging adult in-home aide, transportation, and other services for seniors such as adult day care, group enrichment, community nutrition and home delivered meals, senior center operations and housing assistance.  The service providers under this agreement are the Adult Center for Enrichment, Inc. d/b/a Well-Spring Solutions, Emmanuel Senior Enrichment Centers, Community Housing Solutions, Guilford County Social Services, Guilford County Transportation and Senior Resources of Guilford.

 

Total updated Block Grant Funding for FY 2020-21 is $2,631,758 (decrease of $5,827 from the estimate in the FY 2021 adopted budget) plus $133,980 (increase of $23,635) in Department of Agriculture NSIP funding. The required local match of $292,417 (decrease of $648), will be reflected through changes in in-kind services and existing county funding. This match includes the use of county funds to cover the required local match for Well-Spring Solutions, Emmanuel Senior Enrichment Centers, and Community Housing Solutions as requested by Well-Spring Solutions.

REQUESTED ACTION

Requested Action

Approve the Home and Community Care Block Grant (HCCBG) Agreement for FY 2020-21 and continue to support the Piedmont Triad Regional Council (PTRC) administering HCCBG funds. Approve the updated FY 2020-21 HCCBG funding plan; approve an increase in Federal/State Revenue of $266,527, increase the FY 2020-21 Health & Human Services - Social Services Division budget by $273,002, and decrease the FY 2020-21 Transportation - Human Services budget by $6,475 to reflect difference in the FY 2020-21 HCCBG funding plan and the estimated amounts included in the adopted budget; and authorize staff to make and approve any necessary adjustments to agency service contracts to reflect the updated funding plan.
