BACKGROUND
Background
The Greensboro Police Department (GPD) partners with the Guilford County Family Justice Center (GCFJC) to investigate and support violent crime victims. The department wants to expand its resources to assist juvenile and elderly citizens with whom the department interacts but whose circumstances may not rise to the level of a formal complaint. The GCFJC has a strong history of providing navigation services for persons seeking assistance who have experienced domestic violence, child abuse, elder abuse, stalking, and sexual assault. GPD wishes to contract with the GCFJC to create a pilot Navigator position funded for two years to address gaps in connecting community members to essential GCFJC partner services.
Annually, the GCFJC in Greensboro provides navigation to nearly 9,000 individuals impacted by violence and abuse. Of that, approximately 1,600 are children and 1,000 are older adults. In addition, reports of elder abuse and neglect to DSS and law enforcement are rising. Over the past year, GCFJC has worked with GPD and DSS- Aging and Adult Services to improve training and increase capacity for investigating and responding to reports of elder abuse.
By creating a dedicated Navigator for GPD within the GCFJC, GPD officers can guide citizens to the GCFJC more effectively and efficiently. The dedicated Navigator will bridge service gaps, connecting the dots between GPD patrol and the broader GCFJC partnership. In addition, the position will help connect victims of elder abuse, child abuse, and underserved populations to the GCFJC for assistance. The program will be funded through GPD’s NC Drug Excise Tax proceeds. The 24-month County cost of the program is $0, with $144,000 budgeted from City of Greensboro funds through the end of FY2024 (24 months).

Requested Action
Approve interlocal agreement with the City of Greensboro, adopt grant project ordinance for FY2023 FJC GSO Pilot Navigator, with $144,000 in appropriation to the project and $144,000 in Other Revenue and establish one (1) new FTE for a pilot Navigator position at the Family Justice Center for 24 months, or as long as funding is available.
