BACKGROUND

Background

On May 18, 2023 the Board established a capital ordinance for DSS Facility Repair & Renovation.  $417,000 in project expenses were allocated for improvements in safety and security at the Maple Street facility.  Also, the project scope included work at Dundas Circle to improve safety and security facility, including fire safety enhancements, structural improvements to improve facility utilization and exterior egress, and security upgrades.  To date, the Maple Street work has been completed leaving a balance of approximately $377,990 in the project ordinance.

The Dundas Circle renovation project was put out for bids on May 20, 2024 and received on June 20, 2024.  The lowest responsive, responsible bid was in the amount of $490,789. The scope and nature of the work at the Dundas Circle building will require the DSS staff and services currently located there to be temporarily relocated elsewhere during the construction. Facilities and DSS have developed a plan to relocate the DSS staff to the Raleigh St. location formerly used by Facilities as their maintenance operations facility.  The cost to prepare Raleigh St. for this function and the cost of moving will be approximately $44,000. The total combined cost of the renovation and relocation is $534,789.

To complete the intended scope of work, additional funding of $156,799 will be required beyond the initial $417,000 project ordinance.  A portion of this funding is reimbursable, so the net cost to the County will be reduced by the reimbursement amount.

In addition to the reimbursement for the future expenses, 50% of past expenses incurred for the improvements of the Maple Street DSS building will be eligible for reimbursement. The total amount of previous work was $39,008, meaning the reimbursement amount will be $19,504. The appropriated fund balance tied to the project will decrease by an additional $19,504 and the Federal/State funds will increase additionally by the same amount.
