BACKGROUND
Background
As part of the 2/3rds bonds funds capital projects, the County entered into a Design-Build contract with WxTite to remedy water infiltration issues in several County buildings. The funding for the waterproofing contract was split between the Greensboro Detention Center, High Point Detention Center, High Point Plaza, Greensboro Public Health Building and Greensboro Courthouse. Staff estimated budgets that would cover the scopes of work for each location and generated a cost allocation based on these estimates. The contract allows the scopes at each site to be adjusted based on what the design investigation revealed during the project.
During repair of the exterior wall sealants at the Greensboro jail, WxTite encountered unforeseen conditions that have necessitated change orders to properly repair the building envelope. The cost of these changes has exceeded the allocation of capital for the Greensboro Detention Center ordinance.
The additional work comes from three (3) main areas. These areas were not visible during the initial evaluation phase when the cost estimates were generated. Only when the work was begun was material removed that allowed the contractor to know the full extent of the repairs.
First, certain masonry joints were not wide enough to properly hold the sealing system. Second, there were steel spacer places embedded in the walls of the building (from original construction) that interfered with the sealant work and they needed to be removed, modified, or demolished to accommodate the sealant design. Lastly, there existed numerous voids in the interior wall construction of the building that required modifications to be watertight and allow sealants to be installed.
Breakdown:
1. Masonry work, approximately 1000 linear feet of modifications.
