BACKGROUND
Background
On September 15, 2022, the Guilford County Board of Commissioners allocated $2 million in ARPA funding for The Bridge project. On July 13, 2023, the BOCC directed staff to work directly with the Hayden-Harman Foundation to develop an agreement for The Bridge project. On January 18, 2024, the BOCC adjusted the funding source for the project from federal ARPA funding to ARPA Enabled County Funds. The $2 million allocated to The Bridge will be used to develop a comprehensive community-based center designed to address healthy food access, health services access, job skill training, agribusiness development, and youth development. Specifically, funds will be used for personnel costs, facilities costs, marketing, and supplies. Partners in the project include the Hayden-Harman Foundation, Growing High Point, and Resilience High Point. The agreement will run from July 1, 2023 to December 31, 2026. The Hayden-Harmen Foundation will report quarterly on the status of project milestones. Once the facility is open and providing services, the Hayden-Harman Foundation will collect data on the following measures, but not limited to:
· Jobs created as a result of the model farm apprenticeship program
· The numbers of seniors assisted with medication management and Medicare enrollment
· The number of individuals served through physician assistant services and referrals to other community providers
The below project falls under new statutory exclusions requiring a separate vote pursuant to Session Law 2021-191 specifically, Section 14-234.3, which prohibits public officials who also serve as directors, officers, or governing board members for non-profits from participating in making or administering any contracts with those non-profits.
