BACKGROUND
Background
The Guilford County Sheriff’s Office is seeking purchase a 2003 Cessna 172SP Skyhawk, N635BK, from Van Bortel Aircraft Inc., Arlington Texas. This plane cost $379,500 and only has 628 of total hours on the plane which is extremely low for any 172 that is not new, making this plane very marketable. The recommended purchase price is based on the specifications and the VREF Aircraft book value and is considered a fair market value within the range of 365,000 to 390,000. The price is under the $450,000 Board of Commissioners approved usage of Federal Forfeiture money for this purchase authorized on November 2, 2023.
The airplane meets all the requirements, specifications, and needs of the Guilford County Sheriff’s Office Air Support Program. The County has recently opened up a bid process for the purchase of an airplane purchase and three bids were made but none of them met the bid specifications set out during the bid process and all appeared to be over value for their year and make.
The specifications of an airplane for the Sheriff’s Office are unique and designed so the plane meets our needs, accomplishes all of our missions safely, and that we remain good stewards of the funds entrusted in us by the citizens of Guilford County. Some of the unique specifications are as follows: 2000 or newer plane, more than 1000 hours until engine overhaul, updated avionics, and less than 3000 hours air frame hours.
