BACKGROUND
Background
Guilford County Schools Board of Education (BOE) requests an amendment to the New Visual and Performing Arts School capital project ordinance in the amount of $35,870,365. This amendment will increase the Capital Project Ordinance from $33,505,256 to $69,375,621.
On March 9, 2021, the Guilford County Board of Education (BOE) approved eleven project ordinances for the design and construction of new and replacement schools as well as land acquisition to be funded with the bonds approved by Guilford County voters in November 2020. The Guilford County Board of Commissioners (BOCC) approved the project ordinances totaling $300 million on April 15, 2021. The amount of each project ordinance was based on the budget for the project included in the Guilford County Schools Master Facilities Plan issued in 2019.
As the selected architectural/engineering firms work toward completed designs and preparation of final construction documents for six of the projects, cost estimates provided by HICAPS/C2 exceed the original budgets due to inflation, logistics (supply chain), additional square footage, and design elements, including expert-recommended safety features. The estimated costs include larger-than-normal contingencies to hedge against further material cost increases.
On November 15, 2022, the BOE approved a revised project ordinance for the New Visual & Performing Arts School in the amount of $69,375,621. On December 12, 2023, the BOE approved the Guaranteed Maximum Price (GMP) for Phase II construction of the New Visual & Performing Arts School. This project ordinance increase will be funded by the $1.7 billion General Obligation bonds approved by voters in 2022.
